Texas Education Code § 28.002. Required Curriculum.
This section of the Texas Education Code requires each school district to incorporate instruction in digital citizenship into its curriculum, including information regarding the potential criminal consequences of cyberbullying.
Digital citizenship is defined as meeting the standards of appropriate, responsible, and healthy online behavior, including the ability to access, analyze, evaluate, create, and act on all forms of digital communication.
The Texas Education Code includes all laws and rules passed by the state legislature. It applies to most educational institutions that are supported in whole or part by state tax funds.
Texas House Bill 3018 and Senate Bill 885 – bills designed to incorporate instruction in digital citizenship into the public school curriculum – were rolled into the omnibus Senate Bill 11, which passed in June of 2019 and became effective, as Texas Education Code 28.002, immediately.
